Search for: [Abstract = For many years the vast majority of adult Poles have not participated in any form of education. The conclusions from five years of the research project “Human Capital Balance” indicate that the main reason for this situation is neither cost, nor time required for training. It is primarily the lack of sufficient incentive in the work environment. However, the development of the lifelong learning system should be considered from a broader perspective, as a tool supporting the development of a knowledge\-based economy. This article discusses the major issues and challenges facing the system for adult learning, including development of adequate public policy, demographic challenges, changes of career paths, the role of employers and organizational policies, the relationship of human capital development and social inequalities, and problems in the training market. We point out the key success factors and the main objectives which should guide development.]
